Being Prepared versus Being Resourceful

“Be prepared for what?” someone once asked Baden-Powell, the founder of Scouting, “Why, for any old thing.” said Baden-Powell. (source) A good test to see if someone understands the difference between being prepared and being resourceful is to tell or show them how to start a fire with a 9-volt battery and some steel wool.
